What is FSCR, and how does Fusion Compare use it?

In October 2026 Oracle introduced the Fusion Setup and Configuration Registry (FSCR). Here is what it is, what it is not, and where Fusion Compare fits.

What FSCR is

According to Oracle's announcement, FSCR captures Oracle product expertise and best practices as reusable AI skills. AI assistants and coding agents can use them to plan, execute, test and validate setup and configuration directly in Oracle Fusion Applications, with human experts reviewing the result.

It is published as a public Git repository under the Universal Permissive License (UPL-1.0). It covers ERP, HCM, SCM and CX setup, plus shared services for planning, export, import and validation.

What it is not

Where Fusion Compare fits

Fusion Compare is an independent FuiSQL tool. It is not made, endorsed or supported by Oracle. It builds on the export and comparison scripts published in FSCR, bundled at a fixed version, and adds a guided screen in VS Code: choose environments and tasks, review a plan, then see what differs.

If agents or people change setup in one environment, comparing it with another is a direct way to see what actually changed. That is the same question this site's comparison guide answers.

Frequently asked questions

Is FSCR free?

Oracle describes FSCR as available at no additional cost. The AI agent you connect to it may have its own usage costs.

Is Fusion Compare made by Oracle?

No. It is an independent product by FuiSQL and is not affiliated with, endorsed by or sponsored by Oracle.

Try it on one functional area. Fusion Compare is a VS Code extension, free to start.
