DEV to TEST migration checklist for Oracle Fusion setup
Use this checklist for every setup migration between Oracle Fusion environments. It is written so you can copy it into your own tracker and tick items off.
Before you migrate
- Agree the scope: the list of setup tasks, and who owns each.
- Record the release and update level of both environments.
- Confirm the target environment is not being changed by anyone else during the migration.
- Check that the people running exports have the privileges to create and retrieve setup export packages.
- Decide which values are expected to differ between the environments, such as endpoints and URLs.
- Compare first. Export and compare the tasks in scope so you know the starting difference.
During the migration
- Review every difference with the task owner and mark each as intended, to be migrated, or to be investigated.
- Migrate only what was approved, using your normal approved method.
- Keep the exports and the comparison results from this step as evidence.
- Do not mix two migrations in one comparison, or the result cannot be read.
After the migration
- Run the same comparison again with the same task list.
- Confirm that only the expected differences remain.
- Treat any task that could not be compared as unverified, and check it another way.
- Record the result, the date and the release levels, and get the owner's sign-off.
- Keep the evidence where the project can find it later.
Common mistakes
- Comparing different task lists in the two environments.
- Ignoring a "could not be compared" task and reporting a clean result.
- Comparing environments at different patch levels without noting it.
- Copying exports into shared folders or tickets, where they expose setup data.

Frequently asked questions
Should the comparison run before or after the migration?
Both. The first one shows what must be migrated, and the second proves the result.
What counts as evidence?
The task list, both release levels, the comparison results from before and after, and the owner's sign-off.
